The vessel declared a Pan Pan, not a Mayday, so there's no requirement to respond.

A boat like this, with a VIP on board, should never go on a rescue mission. That's the best way to get boarded and for the VIP to be captured.

I fail to see how a rescue mission is more likely to get you boarded, with all the attention a mayday will attract.

A boat like that with a VIP on board is also likely to have heavy security as well. May as well get letters of marque [1][2] and "assist" some pirates and cartel for fun and profit. One EO could enable this.

They have so many support vessels and they have a shadow ship there were plenty of resources to help out safely.

I assume the reverse is also true? Randoms should not attempt to aid or rescue VIPs, only approved agencies/organizations should attempt to intervene. A cargo ship filled with unwashed poors shouldn't be reaching their filthy hands out to rescue a drowning VIP, am I right?
